Project Overview

The Virar Alibaug Multi-Modal Corridor (VAMMC) is an 8-14 lane access-controlled expressway connecting Virar & Alibaug. Developed by the Maharashtra State Road Development Corporation (MSRDC), the expressway is designed to operate at 120 km/hr.

It is a 126 km route that covers three districts: Raigad, Thane, and Palghar. Expected to become fully operational by 2030, it will be developed in two phases. Phase I is 96.41 km long, connecting Navghar to Balavali, and Phase II is a 29.9 km-long corridor from Balavali to Alibaug.

The project is crucial for the Mumbai Metropolitan Region (MMR), especially Package 6, as it connects the Delhi-Mumbai Expressway's JNPT Spur with the Mumbai-Pune Expressway. As the name suggests, “ Multi-Modal Corridor”, the expressway comprises different modes of transportation, including Road, Rail, & Metro to create smooth travel.

As one of the most ambitious projects in the region, the expressway will decongest the Mumbai Metropolitan Region (MMR), improve logistics, and boost the local economy.

Project Background

To provide smooth travel to major MMR areas, the Virar Alibaug Multi-Modal Corridor (VAMC) project was proposed during the World Bank MUTP implementation support mission from 23 July to 6 August 2008. It obtained consultancy services for the Feasibility Studies of the Multimodal Corridor.

It was proposed in the TRANSFORM Comprehensive Transportation Study (CTS) for the Mumbai Metropolitan Region, prepared by the Government of Maharashtra and World Bank Financial Assistance. It was implemented by the MMRDA under the Mumbai Urban Transport Project (MUTP).

In July 2008, the reports analysed the corridor as one of the major recommendations for meeting MMR's travel demand through 2031. As part of the MMC, seven growth centers are being established in the MMR region, namely Virar, Bhiwandi, Kalyan, Dombivali, Panvel, Uran, and Taloja MIDCs.

Mumbai Metropolitan Region Development Authority (MMRDA) completed its Techno-Economic and Financial Feasibility Study for the project in March 2012 by appointing Consultants M/s Louis Berger Group, Inc. (LBG). The project’s construction duties were transferred to the Maharashtra State Road Development Corporation (MSRDC) in September 2020.

In 2024, bids were invited for the VAMMC under the Engineering, Procurement, and Construction (EPC) Model, along with the Pune Outer Ring Road and the Jalna-Nanded Expressway. However, the bids were significantly higher than MSRDC's estimates, and hence negotiations with the contractors failed. Thus, the project will now be constructed on a Build-Operate-Transfer (BOT) model.

Virar Alibaug Multimodal Corridor Land Acquisition

The project’s alignment passes through and connects three districts: Raigad, Thane, and Palghar. The land acquisition process requires approximately 1,347 hectares for Phase I development. Out of it, 61.29 hectares of land will be acquired in Palghar, 520.92 hectares in Thane, and about 765.01 hectares of land will be acquired in Raigad.

As of early 2026, nearly 80-90% of the land for phase I has been acquired. This kick-starts the preliminary work on the first 25 km (Virar-Bhiwandi) stretch. MSRDC's targets to hand over at least 70% of the total Phase 1 land parcels (out of 1,347 hectares) to the future BOT contractor by Mid 2026.

Virar Alibaug Multimodal Corridor Current Status & Completion Date

As of February 2026, the Multi-Modal Corridor began preliminary work, including site clearing and construction of access roads, on the first 25 km section from Virar to Bhiwandi. Fresh tenders for Phase I under the BOT model are expected to be released by April 2026.

Furthermore, the coordination with NHAI and CIDCO is ongoing for the integration of metro and freight corridors.

Phase I of this access-controlled expressway is expected to be completed by 2027, with full completion and operation expected by 2030.

Virar Alibaug Multimodal Corridor Project Cost

The total estimated cost for the construction of the Virar Alibaug Multimodal Corridor is INR 63,618 crore (approximately USD 7.59 billion).

HUDCO will provide a loan for the ambitious Virar-Alibaug Multi-Modal Corridor project. The Government of Maharashtra will serve as the guarantor for the loan from HUDCO.

INR 37,013 crores have been earmarked for this project, including INR 22,250 crores for land acquisition and INR 14,763 crores for interest.

The Virar Alibaug Multimodal Corridor starts from Navghar (near Virar) and terminates at Chowk (near Alibaug). It covers a 126 km route, linking key districts including Palghar, Thane, Mumbai Suburban, and Raigad.

The route passes through some of the major national highways, including NH8, Bhiwandi Bypass, NH3, NH4, NH4B, Mumbai Pune Expressway, and NH17. This access-controlled expressway improves connectivity to JNPT, the Navi Mumbai International Airport, the Mumbai Trans Harbour Link (MTHL) Project, and the Dedicated Freight Corridor (DFC).

Virar Alibaug Multimodal Corridor Phases

The VAMMC, an 8-14-lane access-controlled expressway, is to be built in two phases, with the first covering a major section. The phase details are discussed below:

Phase I

Phase I is a 96.41 km long stretch starting from Navghar (near Virar in Palghar) and terminating at Balavali (near Pen in Raigad). It requires 1,347 hectares for land acquisition, at a cost of approximately INR 22,250 crores.

Now, to be built on the BOT model, rather than the EPC model, the route connects NH-48 at Bhiwandi, Kalyan, Panvel, and JNPT. It links northern Mumbai Metropolitan Region (MMR) hubs to major ports, like Navi Mumbai International Airport (NMIA).

Phase II

Phase II is a small stretch of approximately 29.9 km starting from Balavali to Alibaug. It links with NH-17, crossing through key areas of Pen & Chowk to provide the final coastal access. It comprises multimodal features, including integration with Metro Line 14, aiming for full completion by 2030.
