Omani renewable energy developer Naqaa Sustainable Energy LLC has been named the preferred Independent Power Producer by the Government of Botswana to deliver what will be the country's largest solar energy project to date, a 500 megawatt photovoltaic power plant located in the northwest of the southern African nation.

Project Scope and Structure

Botswana's Ministry of Minerals and Energy announced the selection of Naqaa Sustainable Energy to design, finance, construct, own, operate, and maintain the 500 MW solar PV power plant at Maun.

The facility will feature an integrated battery energy storage system and will operate under a concession of at least 25 years initially. The award positions the project as the largest of its kind so far in Botswana.

Diplomatic Roots of the Deal

The award has its origins in a series of high-level diplomatic exchanges between Oman and Botswana in the final months of last year. Botswana's President Duma Gideon Boko visited the Sultanate of Oman in October, a trip followed by a reciprocal visit to Gaborone in November led by Abdulsalam bin Mohammed al Murshidi, Chairman of the Oman Investment Authority.

During that November visit, the Omani state-backed O-Green platform, which owns Naqaa Sustainable Energy LLC, and Botswana's Ministry of Minerals and Energy signed agreements to establish integrated clean energy projects with a planned combined capacity of up to 3 gigawatts.

The pacts were signed by Mustafa bin Mohammed al Hinai, CEO of O-Green, and David Tsheole, the minister responsible for Minerals and Energy, Communication, and Innovation in Botswana.

O-Green's Role and Structure

Muscat-based O-Green was established in 2025 and describes itself as an integrated clean energy platform covering the entire project lifecycle, from concept and design through to construction, operations, maintenance, and green technology development.

The platform comprises three distinct entities operating across different parts of the clean energy value chain. Naqaa Sustainable Energy is tasked with delivering a gigawatt-scale pipeline of wind, solar, and energy storage projects across Oman, the GCC, and Africa. 

Mawarid Green Technologies focuses on wind turbine manufacturing and advanced green innovations, including storage. SolarWadi leads renewable project development and deployment.

Wind Turbine Manufacturing at Duqm

Among the most significant near-term industrial undertakings within the O-Green portfolio is a major wind turbine manufacturing plant being developed by Mawarid Green Technologies at the Special Economic Zone at Duqm. The facility is described as the first of its kind in Oman and the broader GCC region.

Backed by an investment of approximately USD 182 million, the plant is designed to produce multi-megawatt turbines with an annual output capacity of up to 1,000 MW. Commercial operations are targeted for 2026.

Welcoming the Botswana announcement from Gaborone, O-Green CEO Mustafa al Hinai described the selection as a milestone underpinned by partnership and national ambition. "Behind this milestone stands an exceptional team and a truly powerful partnership," he wrote. "O-Green is not just a company, it is a nation's platform, built to enable transformation, scale impact, and shape the future of energy at a country level."

Context Within Oman-Botswana Ties

The Maun solar project represents the most concrete outcome so far of the bilateral energy cooperation framework established between Oman and Botswana late last year.

The broader agreement signed in November encompassed plans for up to 3 GW of integrated clean energy capacity, suggesting the 500 MW Maun project may represent an initial phase within a wider program of development across Botswana should the partnership advance according to its stated ambitions.

The selection of an Omani developer for a flagship African clean energy project also underscores the regional export ambitions embedded in O-Green's structure, which was explicitly designed to operate beyond Oman's borders and into the GCC and African markets.

With the Duqm turbine manufacturing plant targeting production from 2026, the platform is positioning Oman as both a developer and an industrial supplier in the emerging clean energy economy across the broader region.
